While standing in line in Holland to get passport updated, the government people assisting were drinking coffee and coke and eating sandwiches (and this was not lunch time). One had to be serviced when your number was called, but there were no people at the counters. A taxi driver standing in line next to us made the remark that "They (the government people) are just like whipping cream. The harder you stir, the stiffer they get."
